After jailbreaking your iPod Touch 1.1.3, you'll need to add SSH. Adding SSH requires you to install the BSD Subsystem too. To add SSH follow the below steps.
1. Launch the Installer App
2. Go to Install >> System >> and select BSD Subsystem
3. Click "Install" to install the BSD Subsystem
4. After BSD Subsystem is installed, go to Install >> System >> and select OpenSSH
5. Click "Install" to install OpenSSH
6. Now you can login to your iPod Touch through SSH! You can download an SSH client called WinSCP at http://www.winscp.com/. The default login is username: root password: alpine.

No, you do not need to downgrade. As long as your iPod Touch 1.1.3 is jailbroken and has the Installer App installed on it, this tutorial should work.

When you execute the WinSCP, a window opens... Host name and private key file, what I need to write there...

nagiants40, for Host name type in the IP address of your iPod Touch. For username use root, and password is alpine. Leave the Private Key File field blank and just click the login button. Make sure your iPod Touch is online, and SSH is enabled.
